Bug Fixes

• Fixed a bug where scheduled jobs were not being skipped on configured dates due to a flaw in the date judgment logic.
  The system now correctly recognizes the first 10 characters “YYYY-MM-DD” of each line as the skip date, regardless of whether comments are present.
• This fix applies to both “date to skip job execution” configured per job and “Organization Holiday Settings”.
